Why a local PDF toolkit?
Most PDF tools on the web work by uploading your file to a server, processing it there, and sending the result back. That's fine for a grocery list; not fine for a contract, medical record, or tax return.
Paper does everything in your browser. When you drop a PDF onto the page, the file is read into memory on your own device and processed there. Nothing is uploaded anywhere. There are no accounts, no cookies worth tracking, and no server-side copies of your files.
It's also fast. A merge that would take fifteen seconds on a typical web tool — upload, process, wait, download — takes a fraction of a second locally.

Every tool is free for typical use. The free tier covers files up to 25 MB, 30 pages per operation, and batches of up to 3 files. That handles most contracts, receipts, statements, and scanned documents.
